Wiltshire County Council commissioned Tribal to develop a new e-Recruitment system to encompass all aspects of recruitment activity – from the recruiting manager advert ordering process,automated job board, extensive new candidate portal, applicant tracking system & workflow, management reporting system and full auto-integration into their HR and payroll platforms.
Whilst in the process of developing the ‘look and feel’ of the candidate portal, it was agreed that the portal itself should become the ‘hub’ for all recruitment communications and should represent a brand image that is also portrayed consistently across all forms of recruitment communication with an image that reflects the current change and dynamism happening within the authority.
The solution
The recruiting managers’ experience incorporates two main aspects. Firstly the system wholly replaces the historical process of advert ordering and form completion for HR purposes to provide them with an internal portal that automatically provides both the advertising agency and HR with the information they respectively need to create and gain approval for an advertisement to be placed. This also triggers the appropriate applicant management approach which will ultimately enable a new starter to join the authority and get paid.
The candidate website has incorporated an extensive series of tools and functionality that will appeal to both the ‘internet and mobile age’ with interactive features, talent pools and automated communications of varying types – please see http://www.wiltshire.gov.uk/jobs. The site also incorporates the ability for applicants to be recycled into a priority talent pool for managers to make the most of good applicants as opposed to losing them as has happened in the past.
From an HR perspective, the whole system is geared toward minimising activity time required by administrators, costs for stationary, communications and postage by enabling automated letters to be sent to applicants at every stage of the recruitment process. This includes job alerts, acknowledgements, regrets, interview invitation packs, offer letters and others such as employment checks. HR have the ability to content manage much of the site to enable instant changes to be made where information about the council becomes out of date, or where feedback from visitors to the site requires amendments to be made. The recruitment system also provides extensive management information for all aspects of the recruitment
process such as the application form content, success of media data, standard website traffic information and recruitment process analysis. Finally the system also acts as an archive for all recruitment oriented information, from all advertisements the authority will ever place, to applications and candidate data.
